By the summer of 1915 Germany was faced with two major problems in fighting World War I: how to break the British blockade and how to stop or seriously disrupt the British supply line across the Atlantic. Th e solution to the former was to find a way over, through, or under it. Aircraft in those days were too primitive, too short range, and too underpowered to accomplish this, and Germany lacked the naval strength to force a passage through the blockade. But if Germany could build a fleet of cargo U-boats that were large enough to carry meaningful loads and had the range to make a round trip between Germany and the United States without refueling, the blockade might be successfully broken.
Since the German navy could not cut Britain’s supply line to America, another answer lay in sabotaging munitions factories, depots, and ships, as well as infecting horses and mules at the western end of the supply line. German agents, with American sympathizers, successfully carried out more than fifty attacks involving fires and explosions and spread anthrax and glanders on the East Coast before America’s entry into the war on 6 April 1917.
Breaking the blockade with a fleet of cargo U-boats provided the lowest risk of drawing America into the war; at the same time, sabotage was incompatible with Germany’s diplomatic goal of keeping the United States out of the war. The two solutions were very different, but the fact that both campaigns were run by intelligence agencies―the Etappendienst (navy) and the Geheimdienst (army), through the agency of one man, Paul Hilken, in one American city, Baltimore, make them inseparable. Those solutions created the dichotomy that produced the U-boat Deutschland and the Baltimore Sabotage Cell. Here, Messimer provides the first study of the degree to which U.S. citizens were enlisted in Germany’s sabotage operations and debunks many myths that surround the Deutschland. 1 of 1 people found the following review helpful. A real WOW history book By Susan Bulanda This is one of the most fascinating "local" history books that I have read in a long time. I was amazed at what was going on in Baltimore during WWI. Everyone should read this book and I am glad that Mr. Messimer has preserved a part of history that is not taught in schools.

Not much information that a submariner or person interested in submarines could get their teeth into. Also, while the cast of characters in Baltimore is outlined in considerable detail, we learn almost nothing about the biggest German espionage coup of WW I in the USA--the New Jersey Black Tom explosion. What impact did this and other explosions in war plants have? The destruction of one grain elevator in Connecticut was surely of no consequence. It's unclear how NYC and Baltimore rings coordinated to any effect.The impact of the British blockade is covered well and this leads to the context for the Deutschland experiment. For the reader, the impression is that it didn't add up to much value. How important were the dye stuffs that Deutschland carried on its two voyages to America? How important were the raw materials this submarine carried on its return to Germany?The Deutschland's war service reads like a comedy of errors and one would wonder why a submarine commander would even put to sea with the hazards that seem present in the U-155 {the designation for Deutschland as a commissioned member of Germany's W I navy.} U-155 seems to have spent a lot of time firing its deck gun {hundreds of rounds} but no insight on how difficult it must have been to manhandle the ammo for two 150 mm deck guns. USN WW II subs had their hands full handling ammo for their single 5-inch deck guns which didn't fire that many rounds. Where was the ammo stored for U-155? How many men were devoted to feeding these large, ungainly guns?There is a lot of mention of the spy ring's efforts to spread anthrax and glanders disease among U.S. horses and cattle to prevent them from being shipped to the British. To what end? What was accomplished? I'm left with the impression that a lot of the spies were just taking German money and flaring it off for personal use. The author agrees. What did German intelligence think was being accomplished in America? What did the German-American populace in America think of such activities as they came to light?There is mention that there were some seven cargo war boats serving as milch cows for Germany during WW I. What did they accomplish? How did the WW II versions profit from the WW I experiences?For me, there is an elusive quality to this book which makes me regret the investment of time I made in finishing it.

Messimer’s book The Baltimore Sabotage Cell, German Agents, American Traitors, and The U-boat Deutschland During World War I was a fascinating read. It provides more context to the whole German merchant U-boat plan better than any other published work. It explains in well-referenced detail how the U-boat fit into the German sabotage efforts in this country.Dr. Messimer is fluent in German, which enabled him to utilize the treasure trove of German documents and historians. This enabled him to put together a fast moving (and “factual”) story of plots and intrigue that could have made Tom Clancy jealous. This is not a stuffy history book. Dr. Messimer is a writer first and foremost; and he knows how to tell a captivating story. The fact that it is all historically true is beside the point.On a side note, anyone doing research on German espionage in the United State would want to own this book for its bibliography alone. It is an amazing compilation of resources.Enjoy the book,Sincerely,Steven Zukosky
